Last month, 15,000 people did so online, and another 10,000 took advantage of a just-started mail-in option, using the Postal Service to skip the line. That’s a sharp uptick from last year, when the only renewal option available — besides a personal appearance — was online. Although online renewals have been around since 2004, just 30 percent of customers took advantage of them last year, she said. Whatever the reason, the DOL doesn’t want us showing up in person if we don’t have to. With 5 million licensed drivers in the state, and one-fifth of them up for renewal every year, the remote-renewal options could keep more than 400,000 people from having to make a personal appearance at the ever-shrinking number of licensing offices. “If we can keep these routine transactions out of the office, that will help people who need to go into the office,” Davis said. Earlier this year, Gov. Chris Gregoire proposed eliminating 25 of the state’s 66 driver’s-licensing offices, although the state’s final plans call for eight offices to shut.
The state closed four offices in March — in Seattle’s Greenwood neighborhood, Auburn, Olympia and Othello in Adams County. The closures mean that if you do need to renew in person, or for teenagers taking their first driving test, a longer trek to the DOL may be in order. And Seattle teens, take note: After next Saturday, the only place in the city where you’ll be able to take the knowledge test (the rules-of-the-road test administered by computer) or driving test will be the West Seattle office.
The only other remaining offices, in downtown Seattle, don’t offer either one. At the West Seattle office on Friday afternoon, driver Joe Lott, of Seattle, found he could skip the hourlong wait and use a self-serve kiosk to replace a lost license. “I just needed it to be reprinted,” said Lott, who slid his credit card through the ATM-like machine and received a paper printout that indicated his license was on order. But many other customers waiting in the lobby couldn’t use the kiosk; they’d just recently changed their address, or were renewing a commercial driver’s license, or were under the age of 25. For them, there was no option but to wait for their number to be called. Davis said the state doesn’t think wait times will worsen at the remaining offices because no employees are being laid off. The 32 employees working at the shuttered Seattle-area offices will transfer to other offices, beefing up the number of employees to handle new licenses and renewals.
The agency also expects more drivers will take advantage of mail-in, kiosk and online services to renew. Later this year, the agency is also planning to make four of the offices “super centers,” where the doors will remain open until 7 p.m. Bellevue, Lynnwood, Puyallup and Tacoma offices will become super centers by year’s end.

Some rural offices on the east side of the state may eventually curtail their hours, or not be open on as many days, Davis said. Driver’s-licensing offices are not to be confused with vehicle-licensing offices — where you renew your vehicle’s tabs, or to make other transactions that involve registering a vehicle or boat. None of these offices, some of which are run by private contractors, is closing.

Renewing your license tab, and many other registration-related tasks, can be done online or by mail; in fact, Davis said, there are only a few occasions when you need to make a personal appearance at the vehicle-licensing office — such as if you’ve procrastinated until the last minute on renewing your tabs, and need them right away.
